Many sites exercise a hybrid model of HTML content and Flash-based navigation. This alleviates
the first two problems just mentioned, but remains accessibly inferior to traditional
HTML links for several reasons:
Any content in Flash is locked behind the plug-in and can only be ???seen??? visually,
shutting out screen reading devices and browsers lacking the plug-in. These user
agents rely on the alternative content provided in the HTML.
Tabbing through a menu built in Flash only works well if the designer specifically
tests and optimizes for browsers and screen readers. There may be significant
accessibility issues if visitors can only activate hyperlinks by using a mouse. Adobe
has published several documents describing best practices in ensuring better accessibility
in this area.
