a. Assess supplier test competence.
b. Review the supplier??™s process model.
c. Read the proposed staff CVs.
4. Identify:
a. The supplier??™s quality management system (QMS) and map it against the process model.
b. Any claimed certification to any international standards. If you notice any gross shortcomings
inform the classification society and seek another candidate supplier.
c. Any evidence the supplier has ever estimated the code size and bug numbers of other projects.

There is an argument in favor of letting (say) three contracts to build a small pilot on terms slightly unfavorable
to the supplier on the grounds that only very competent and confident suppliers will bid. This assumes a large group
of competent suppliers.
