manager, and for some project managers you represent failure, and every bug your team, and you find
is one more step on a path that leads there.
Organizations have a choice: they can internalize the user-developer conflict within the organization
by having a strong test group or leave it externalized with real users becoming increasingly frantic, and
eventually refusing to buy. Internalizing this conflict is a sign of organizational maturity.
Where such conflict remains externalized, the role of the test group will be a mere formality. Attempts
made at rigorous testing will provoke a number of tactics to be invoked. See section 9.7.1.
Project managers within organizations which have internalized the user-developer conflict feel a need
to pressure all aspects of the development process and know the danger of applying too much pressure.

Outsourcing consists essentially of four activities:
1. Find the supplier.
2. Prepare for outsourcing.
3. Tell them what you want.
4. (Don??™t) Accept what they offer.
Unlike most commercial relations however, the outsource relationship usually involves the handing over
of a part of an organization??™s intellectual DNA which represents a major risk.
