10. Line manager has overall financial responsibility for the project. The project manager reports to
him, the quality assurance manager should not. The line manager will undoubtedly pressurize
the project manager to minimize spending.
11. Project director: very big projects have several managers reporting to a director who will operationally
run the test, quality assurance and safety managers. In that case there may usually be
separate quality and safety directors as well for exception-reporting purposes.
12. Project librarian is in charge of all the project documentation. May also be the configuration
manager and if not, will often report to him. A good role for an aspiring and meticulous junior.
Ensure he has a deputy.
13. Project manager is in charge of all aspects of the project except (hopefully) design. He writes the
project plan and the quality plan. He is ultimately in charge of the project??™s quality and safety. He
may be in charge of the test manager. He will have some financial authority and report to the line
manager. He will issue and sign-off the workpackages. He may be aware of the dangers of cutting
corners but will be under pressure to do so from the line manager. If he fulfills the role of Design
Authority, and the development team has more than 5 staff, then beware of conflicts over design.
He will authorize a release.
14. Quality assurance manager is in charge of the quality system.
