The ACA message is sent in response to an ACR (see Table 7.2). The message is sent
from the billing system to the CTF at the network element that originated the request.
The CTF within each network element is responsible for creating a chargeable event
record and sending it to the forwarding function. In the case of session-based charging,
there will be multiple events. There is a start event when the session begins, and
a separate event when the session ends. Each of these events is sent to the CDF for
correlation and CDR generation.
There may be additional chargeable events if there are changes to a session.
