Of course, the transiting carrier can simply identify the home
network, and law enforcement should then be able to obtain the data they need from the
home network.
Non-Repudiation
Non-repudiation prevents subscribers from denying they participated in a session,
when they actually did. This is much simpler to accomplish when an operator is using
monitoring systems to capture all of the SIP messaging. By doing so, the operator
is able to identify each subscription that accessed a service and, given the extensions
added to the SIP protocol for authentication and authorization, verify that subscribers
who accessed those services are who they say they are.
This is one of the reasons many operators have begun using signaling as an audit
source. Previously, operators relied on call records generated by each of the network
elements for billing and billing verification (auditing). However, when they went into
a billing dispute with another operator, they found it difficult to prove their cases with
call detail records generated by the network entities.
Over the last five years, many operators have begun using the SS7 signaling data to
generate call detail records for the purpose of auditing their billing functions. This has
become a popular practice for a number of reasons. The primary reason is that signaling
is the best reference data for auditing billable transactions.
